Well blackman1024, the reason for that is no different than most places in the US. Blacks don't want the job or cannot get through the hiring process because of criminal backgrounds. It's not racist or a buddy system, that type of hiring has been gone for a long time. I know this because I have done recruiting for minorities, being a black firefighter myself. Your comment is the typical "whitey is holding us down" which makes us look ridiculous. Thank god Bill Cosby had the nerve to say it.
