i've found a good way to pave the way for he first two parts of this mission (and in Hard mode, at that!): Just let Sanchez gather as much tequila as he can get (from inside the inn every time) and use it to imbrebiate the soldiers and civilians in the area. Once they drink it, they are knocked out. Carry them to a safe place (if it's convenient) und just leave them there.
But some are not lured by the stuff, so be careful where you place it (Quicksave!)
