seems to me that there was plenty of warning about how post saddam would turn out but ... the then administration did go ahead anyway ... never mind the consequence of there action !
Thinking "hey it´s not goin´to be my problem" ... if there ever was much thinking in the adminstration ... at least , the white house did have there own agenda !
