The only civilian casualties that matter in a war are the civilian casualties of the righteous (The victim, The native peoples of the invaded/occupied land.) In this case that would be the Irish. The civilian casualties of the invader (English) are collateral damage. Use your common sense. If your government didn't want people to die then they would stop occuping lands filled with majority, a different culture.

Unfortunately those civilians did not have a choice in the sacrifice nor did their families and to those families such actions were no better than Tyranny.
