I build a hovercraft that was much simpler, based on a car innertube and lawnmower engine.
This floats like any innertube.
There is a wooden platform in the center that the engine and fan as well as the chair sits on.
Very simple design that is very cheap if you scrounge.

@camdacat An air mattress is an excellent idea. That will provide a HUGE advantage as far and getting the skirt to take shape. Getting the proper shape for the skirt was a very difficult task. It would be fun to fool around with one of those double high air mattresses. It wouldn't be necessary, but may be fun to try out. It would probably help for going through the grass (something my hovercraft failed at).
