The simplest answer for the absolute best time is anytime in late winter, after the coldest part of your winter temps are hopefully behind you and before the buds on the tree have started to swell.

The standard answer is "winter". To that I ask; "Does the winter pruning season begin as soon as the leaves have dropped or is it later?
