You can buy the rubber catheter online. It's a good idea to learn from an experienced teacher who practices Sutra Neti regularly as they can guide you closely with instructions. I normally purchase this type of rubber catheter when in India, visiting the Kaivalyadham Yoga Centre in Lonavla. They also teach you how to practice all of the Kriyas (cleansing practices). Excellent - very calm, relaxed presentation.
One question - you suggest uddiyana bandha to free any blockages, but I would suggest that rapid breathing (such as kapalbhati) would work better.

Thanks for the feedback and great question!
When Uddiyana Bandha is practised on an exhalation retention (with the breath held out for as long as comfortably possible), it increases the CO2 leaves in the lungs. The body responses by opening the sinuses. As such, it is a very effective practice for removing blocked sinus (especially for mechanical blockages, sinus swelling and heavy congestion). Caution is needed if using Kapalabhati as this may increase pressure in the head.

Also, as Kapalabhati is a practice that increases Oxygen levels in the lungs (hyperventilation), it may result in further closure of the sinuses if it is not followed by a long exhale retention. Hope this helps!
