The "hoopy-doo" guy is Paul Wagner. He was well known around boston as the host of the WLVI "kids club" on channel 56. I believe this commercial is from 1995.

I was living in Boston 94-99 and they played this ad all the time. I use to quote this thing all the time, pissing my family off in the process. It's a great ad.
