Bush didn't screw America over because he was just a figure head and didn't actually call any shots. He, as well as Obama, are puppets of the shadow government, corporations, and Israel. It makes it easier for the puppet masters to stay in power by having a president to take the fall every 4-8 years so the president looks bad, they switch him out, and the same powerful people stay in power.
