Tax reform depends on this sovereign nation to have a single Federal Bank integrated with the IRS. All treasury, currency/deposit, budget and monetary powers would be executed here. The Federal Bank would have controlled open market operations but have no authority over interest rates or lending. All bankruptcy or bailouts would be at the direction of Federal courts. All lending and investment securities would be nonbank activity.

@PARATERRORIST Well we can work with a social bank, we can work with virtual currencies or we can work with the central banks.
No easy task, but we are making progress.
