Tsunami waves be it big or small generally tend to keep coming with a more consistent push of water where in this case with the amount of waves that breaks (beach break) the water level did not reach the level of the wall to overflow which is inconsistent with tsunamis.... these waves look more like storm surges which would be caused by a weather system out at sea. if you look at the sky in the backround it seems to be overcast that most likely is the cause of the waves my friends,

Except - these are not tsunami waves - these are purely tidal waves - obviously kicking up higher due to a high pressure system further out to sea that pushes the water down at sea and causes high tides near the coast.
