I only have 3megs of internet speed. My utorrent is d/ling at 370.0 kb's.. Is this normal?

@BlackDogDown69 well if you look at the units, 3mbs internet speed and 370kbs downloading.. its normal enough, if it said 3.1mbs download, that would be weird..

Please help me!! I have tried again and again to optimize my dl speeds to no avail. I did as u instructed and im still DL @ 0.1 kbps and thats when its actually downloading. ive set up a static ip, watched about 8 tutorials and am very frustrated any help would be greatly appreciated.
