Don't damage the boot or you will get more fines and penalties. Instead you can get the boot off in three minutes by using your tire jack: Simply wedge the jack sideways between the boot arms and crank until there is just enough room to slip your tire out. If there is no room for the jack then place it under the boot plate that covers the lug nuts, you will probably need a crowbar to help guide it off.
After the boot is off and undamaged, set it safely aside, and leave a thank you note!

For what reason (other than knowing you wont make it back or might forget) wouldnt they let you load that meter up for the whole day? pretty easy to take it off. Cut the luck, get a drill and drill it out. Will take max 5 min to get it off.
