It was not caused by human error. The previous MSZP administration should be charged with gross negligence and lack of oversight. The contents of the red sludge are toxic. The fact that is alkaline is the least of the problems. It is full of carcinogens:
15% of the sludge is Aluminum Oxide
15% is Silicon Dioxide, or silica
5% is Titanium Dioxide
x % mercury
All of these are known to cause cancer when tested in animals. It will likely cause cancer in thousands of people in a very large area.
