When developing a culture, you must first know what kind of culture you want to build. The next step is to define the talent management strategy in an integrated way. Third, there must be alignment with the business leadership through processes and tools that allow you to be a contributing member of that group and be part of all discussions.

Leadership plays a crucial role in building this culture. Leaders at Microsoft are held accountable through performance metrics and a career model. They also participate in decision making, participate in leader conducted development and sponsor succession planning, onboarding and high potential programs. The level of commitment of these sponsorships goes beyond voicing support to include close discussions, tracking and feedback for the programs.
