The "Swoop-heading", how you called it (actually called "Condor Dive", isn't a glitch, as far as I know. At least in SSU, it's an official move and I'm pretty sure they didn't change the moves. Birdo even has a special sprite (is that the right word) for the diagonal movement that's not used anywhere else.
