Billy has always done a good job on this song. Many people sometimes forget that Billy was Carl Wilson's brother-in-law. Carl was married to Billy's sister. I think that Brian is very aware that Billy is extremely talented.If it hadn't been for many of the back-up band in the 70's and 80's, they couldn't have made it. As you said, it was probably a nice gesture to a friend to show off his talents.

Billy sang this during the 70s and 80s in Beach Boys-concerts. So it's probably just a tribute or nice gesture to let him sing it

Plus, maybe he wanted to have Billy sing lead on 1 or 2 songs for this tour, & this is a natural since Billy sang it for the BB when Blondie left.

In my opinion because:
- he likes the song but hates the lyrics so now he hates singining it (he stated this few times)
- the telempropter is missing and since he hates the lyrics he cannot remember them (thus he cannot sing them)
