This seems a bit biased. Firstly, the problem is not really with Medicare patients. They are happy with their program. So you're concentrating on the wrong part of the problem there. Second, comparing Katrina to healthcare is stupid, Katrina was an unforeseen disaster that depended on rapid response to changing situations. We are not talking about the same type of problem with healthcare.

If modern civilisation had instituted public healthcare 200 years ago, we'd likely still have, "free leeches for all", in 2009, instead of MRIs and LASIK.
And even then it's doubtful that the government could farm leeches worth a damn, so you'd have, "leech rationing".
I mean, does anyone seriously believe that if we'd decided in 1990 that cell phones were a "human right", the average person would now be walking around with an iPhone?
Rationed, "house-bricks for all", more likely.
