This is used in yoga as preparation for the ankle to head pose. It's a hip opening isometric stretch & I've found it to be very effective for progress, not only for ankle to head, but also for the straddle split.
Just for fun. The mark on my right shin is where I totally ate it on the uneven bars 2 days. Bounced off the low bar like it was a trampoline! :(
