This clip comes from the public domain Heckle & Jeckle cartoon, "The Talking Magpies". Technically, this isn't a true Heckle & Jeckle cartoon. There was really a whole community of talking magpies in this cartoon, and the primary magpies were a nameless male and female. The Brooklyn voice for Heckle is in the cartoon, as well as the English accent for Jeckle, but this was never billed as a Heckle & Jeckle cartoon, save for public domain releases. All subsequent talking magpie cartoons from the Terrytoons studio ARE officially "Heckle & Jeckle".
In this clip, the bird that would later become Heckle scares the dog by doing an impression of the scary Shadow superhero character, then known primarily by the popular Shadow radio show and magazines. I thought this was funny since the first time I saw it when I was a little kid. It's still funny.
"THE SHADOW" was still on radio when this was initially released in 1946. "The Little Flower" was also the nickname of New York Mayor Fiorello LaGuardia (1933-'45).
