  • Norman used to to be an economist in Mugabe's government. He developed a plan of agricultural areas development. The plan has been accepted at the conference of all 53 districts' authorities. Most of the Mugabe's cabinet ministers pledged their support. However as soon as the plan was brought up in the cabinet meeting, Mugabe put it down saying "not in the party interest" and the plan was buried. None of the ministers even dared to say a word. Such was the power Mugabe concentrated in his hands.
