@GGCosmetics yeah, it locks it in. and locks things out, thats why you can apply it (if you need to) over areas when you dye your hair and it keeps it from dyeing your skin, its not a moisturizer, or well its a shitty one their are oils in it that would work as a moisturizer but honestly you dont really wanna use it that way anyway because its a petroleum product which usually means not something you really want to injest a lot of through skin contact unless its super refined.
