yes, the loopholes are deliberately created to enrich the chosen few in the villages...relatives n cronies of the MPs. CDF is Corruption Devolved Fantasies- bringing corruption closer to pple.

I share your sentiments. I honestly believe that that CDF money will be misused beyond. There is no checking and balancing system, no tracking system, no way to ensure that only the cheapest materials are bought. Sometimes officials collude with businessmen to raise prices and share the profits, or sometimes they unfairly buy from their own businesses. Too many loopholes... and as Kenyans we all know what happens!

emergency room is packed with pple....water and clean water is only way to prevent outbreaks. wish to see what CDF money is allocated for around here...buy the Mayor a 4-Wheel Hammer or build the MP an office maybe?
