@dragonjjjh You need to change the permission settings before editing. Right click on the server file, go to properties, and security. Then change ALL user permissions to have ALL permissions. Then re-edit your file and your done!

@mykill1221 this requires you to edit the urban terror server source files, which are openly available, the problem is compiling them back into qvm format...
