In an interview, Scott Weiss stated that he was excited to force a new situation which had never happened. It was obviously on purpose.

Well maybe he didn't know he was right.
he bet the minimum amount necessary to move onto next weeks episode if he was right, while keeping a lot if he lost. He knew if he bet that much and was right he'd be back next week, regardless of what the others did, but if he bet more he could have lost more

That was really smart by the last guy. Just tie them and next game you already know your opponents.
