yes, you're right in that he said lobbyists would be subjected to stricter limits...
Obama then said lobbyists will not be allowed to work on matters they lobbied on or in the agencies they lobbied in the previous 2 years...
but then Obama wanted to appoint a defense secretary who was a defense lobbyist... hence Obama broke his own rule which therefore makes the uploader of this video justified in calling Obama a liar when it comes to transparency...
