Sidewalks do not necessarily have to be "Public" to be put in. The sidewalks happened to be within the property line and as such was automatically deemed "Private", as they owned the property and anything within (Exempted are Power lines and street lights unless put in by the property owner under his own license).

@tjhombs Thanks for clarification of the legal details. I stand on the principle that publicly financed and/or subsidised lands, thoroughfares, etc., belong to and should always be accessible to the public, while private property is just that, and nobody has any right to trespass upon or deface it in any way. I also oppose any attempts to impede anyone from filming or otherwise making a record of any "public" official in the performance of his official duties. Right and wrong apply to all.
