Oblivion: Two imperial Legion Foresters fight over a Deer

Well I was on my way to Apple Watch (Dark Brotherhood Quest when I came upon this it happened right outside of Bruma. Apparently its against the Law to shoot someone elses deer as one legion forrester kills the other and takes the meat......

They are not fighting over the deer, one of them hit the other too many times with made the other aggressive to them.
