The first gai-bu is used to get to the outside of their leg, where you do a chou-bie. It also can be a fake, where if the opponent decides to move along with the gai-bu, then you just switch directions to outflank him and just do a chou-bie on the other side of his body.

Brilliant leg method at 4:08. Looked like two 'gai bu's' (cover steps), with the upper control push pulling and turning with opposing force. I gotta get back with Coach He asap!
