i have 2 enchanter perks for enchantment. 2 alchemist perks for alchemy. All i have is a ring, helmet, gloves, and necklace(cant find alchelmy enchantable armor or boots). i dont have the 1.4 update yet. SO, i just tried this and got my potion to 99 then it wouldnt go any further after 11 fortify alchemy potions... wtf!!!

This shit works!... note-.> Not only that it increases the enchanted armor that you're wearing, but also the other enchanted armor that you have as your apparel that isn't equipped.
