Its not normally like that, it's because Takuma does his running grab. In some of the older KOFs, doing a move that doesn't cause blockstun (like a command grab or a teleport), causes the opponent to be unable to block during it. So if you can throw a fireball, then do a move like that before the fireball connects, they can't block it. This one's funny because it is a rare setup where Takuma makes the fb unblockable by using the grab, and then the grab combos off the fireball.
