since the bulbs are connected in parralel the resistance actually decreases allowing for more current to flow and thus exceeding the rating of the fuse. if the were added in series the resistance would rise and the fuse would not blow but the bulbs may not light due to an increase in voltage drop

Function of the fuse is to protect the equipment from higher values of current, which might destroy the device. :-)
