Wrong. Ryan voted for a "poison pill" version of a farm bill that had too many cuts to food stamps -- irrelevant to a farm bill, just put in there as a wedge issue. The Senate passed a clean bill with 16 GOP votes. Boehner refused to bring a clean bill to a vote despite pleas from GOP Congress members in farm states. So the House & Senate failed to reconcile thanks mainly to Boehner (although Ryan didn't do jack about it), marking the first time in many years that we have no farm bill.

The Bipartisan Policy Center determined that Ryan's budget doesn't balance. It raises the same amountt of tax as the current code but repeals the AMT & provides just 2 rates (10 & 25%), lowering the corporate rate to 25%. For the budget to remain “revenue neutral” as Ryan claims, almost every tax expenditure would be eliminated. Ryan has a history of voting for tax cuts without offsetting the related costs, even voting to repeal “pay as you go” policies. Conclusion: his math doesn’t balance.

The Congress consists of the Senate and the House of Representatives. They are ALL Congressmen. Many people refer to Representatives as Congressmen more often than Senators but they all are. And the farm bill has still not passed both houses of Congress, so the President is correct. Farmers in the drought-stricken Midwest have no idea what they should do: take out private loans at higher interest, wait to see if Congress offers low interest loans, or consider planting no crops next year at all.
