It's supposed to spin, dumbass. It's for stability. Footballs spin, bullets spin, golf balls spin, and alot of rockets do, especially finless ones. It's called gyroscopic stabilization.

Hello Mr. USWaterRockets. Can you tell me what Gas was used in the launch and at what pressure? Also, what was used for the body of the rocket?

According to the WRA2 Water Rocket Competition Rules, we are using only regular air compressed with a compressor. The rocket body is made from aerospace composite laminate over a Fluorescent Light Cover tube.
