They had to pace it so they could show off the moves a few at a time. the player was holding back. By this time the quickbars are full/almost full and in the vid they're not.

whoever was playing this was not very good, he barely uses anything other then lightning strike even when his instant casts are up

Theres a little expand button on the action bar but if you are a free to play account then it may not be available to you as action bar totals are restricted based on account status.
