Reverend Francis Charters became the Rector of St Stephens in 1922. He continued to fill that post until three weeks before his death in 1932.
In 1896 Frank Charters had become the Rector of St Simons Anglican Church at St Henry (St Henri) in Montreal. His first signed entry in the parish record was May 17, 1896. Frank was documented in the Montreal Directory of 1896/1897 as the Rector of St. Simons living at home with family at 23 Lusignan Street. He was 31 years of age. Frank remained as the Rector of St Simons Anglican Church in St Henri until July 1915. He took a one year leave of absence for reasons of health.
He returned to the clerical role in 1916 probably towards the end of 1916. His first entry as the parish priest and the assistant rector at St Stephens in Westmount was June 5, 1917 when he officiated at the burial of William Garvin replacing Lewis Evans, then the Dean of Montreal who had been officiating as the priest at St. Stephens prior to that time.
He had officially announced his retirement to commence the end of August of 1932. His last entry in the church register was the burial of Frederick William Winter who had died October 15, 1932 and was buried from St Stephens on October 17, 1932 with Frank Charters officiating. Frank died on November 10th of that year and was buried from St Stephens on November 12, 1932 with Harold S. Laws officiating.
