dodge and burn with curves

My situation is the opposite. But first of all, please help me here with basics:
-What's 'Dodge'
and what's 'Burn'...?
And also, my common problem is obtaining faces too bright from the regular flash in my camera that are angled too close or closer than a person next or behind one of my subjets in a group picture. -How do I eliminate so much Luminosity?-... Thaks!

This is the first time I see dodging and burning without using the Actual Dodge/Burn tool for that. I was skeptical until I saw how you used it. I see some great benefits of using this technique. One of them you protect tones with the curves because dodge and burn work a bit weird even with "Protect Tones" On. With this you also also have the control over the overall luminosity and darkness. Awesome. I'll definitely try it.
