When we did a tour around Hue, Vietnam, we were able to see a monk offering up tea to Buddha in a courtyard filled with orange and banyan trees

tktru is correct. This is an offering done every day in Mahayana temples to the hungry ghosts. The monk's right hand is in the Avalokiteswara mudra; Avalokiteswara being the bodhisattva of great compassion.

The monk is actually offering what's inside the cup to hungry ghosts (spirits in the hell realms who are suffering due to past karma)
