Your power supply must be junk, The 12v is at 16.3v and the 3.3v is at 1.14v. that could be why your vcore voltage isn't at what you set it at.

@ethanlindsey no board has faulty voltage meters becouse i tryed 2 differant ps and both read the same the ps im using is $130 700 watt
