Rock Band has a strum limit, which makes quick strumming parts like that incredibly difficult.

Yeah its also funny that when I change my TV to 60hz which gives me the NTSC strum limit I can still hit the strumming a fair number of times, though it is harder obviously. Some people love to hate I guess? lol.
