Iowa Governor Terry Branstad talked with WHO Radio's Simon Conway about the possibility of a state government shutdown and what plans are in place in that event. Branstad referred to "performance of duty" as the power that gives the governor authority to manage government in the event of a shutdown, a clause in operation for the current western Iowa floods, the floods of '93 and the crash of Flight 232 in Sioux City.
