I know your comment is from a while ago, but most if not all US forward facing seats are rated for forward facing use at 1 year and 20 as stated in the manual, but of course if you got into an accident and your one year old was front facing, the child would die from a broken neck. It is perfectly LEGAL to do, so of course, it must be safe. The government does give $hit about your kid.
No 3 year old should be in a belt positioning booster seat, no matter if they weigh 30 pounds (or more) or not. It is not safe. Leaves way too much room for error. No 3 yr old is mature enough to sit up properly in this type of seat.
@blueberryanthill Hi just saw your comment and I wanted to let you know I kept my now 4 year old rear facing till 2 and a half when she out grew her Rear facing carseat by height. she is now Extended Harnessed in the graco Natulis and will be till the 65lbs limits of the carseat. and my almost 1 year old will be Extended rear facing in her carseat till she out grows it either in Height or weight witch i dont think will be for a while because she is only 17lbs and 26inches and it goes till 35lbs!

You would also find out that child passenger safety technicians recommend harnessing until a child is old enough to sit properly in a booster- usually around 5 or 6 years old, because a booster is only as safe as it's user. With a 5 point harness the user is an adult- with a booster the user is a child.
That said, the Turbobooster is a great booster for kids who can use it correctly.
Just looked on ConsumerReports and the backless Graco TurboBooster has a higher safety rating (92/100) than ANY OTHER BOOSTER OR CONVERTIBLE TODDLER SEAT.
This seat is rated for kids 3+ years, 30+lbs and 38+inches. The backless version is rated for kids 40+lbs & 40+inches (average size for a 4yo). It is NOT illegal to put a 3yo in a booster in any state AS LONG AS THEY'RE BIG ENOUGH. Her kid is PERFECTLY SAFE.
Interestingly, the backless Graco TurboBooster has a 5-star safety rating, which is higher than some convertible seats with five-point-harnesses.

Isn't it illegal to put a child in a booster under 4 years old and 40 lbs??? I just barely turned my 3 and a half year old to front facing, My 6 and a half year old 55 lb daughter still is in a 5 pt harness.. and will stay that way till the 80 lb limit. Just to make people aware, that a 5 pt harness is much safer.
I udnderstand these cost less (I came across it while looking into what to do for when my 7 month old is 7 and my radians are expired haha)
all do respect please type in kyle david miller. he was killed in a booster. your son is very adorable. please put him in a britax regent it will save his life in an accident. he is not tall enough for that booster. the seatbelt will cut accross his neck. please put him back in a 5 point harness.
