I was fortunate enough to attend a seminar of Nagazato Sensei in the mid-late 90s (with about half a dozen other 8th and 9th dan Okinawan karateka). It was amazing, and i feel so honored to have been able to train with him.

No. That is his way of doing that. Nothing about weak muscles. It is popular among Okinawan Karateka about his way of doing kime with trembling.
