@bill1745 The Drum Major wears the state dress in the presence of all members of the Royal Family. The Duke Of Edinburgh was on the parade as Colonel Of The Grenadier Guards whose turn it was to troop their colour.

The tune at 3.46 is "Charlie is My Darling" an old Jacobite tune.

@AbleDempsey It may be based on 'I belong to Glasgow'. The march is 'The Glaswegian' by J H Howe. I am not sure because 'I belong to Glasgow' is in 3/4 time and in the major. This section is in 4/4 time and in the minor! The tune proper appears later on (not heard in this extract). On either side is the tune 'Kelvingrove' (a part of Glasgow). This was originally the tune for 'The Shearin's No For You', a great song but too strong for the Victorians who produced the current 'nice' version.
