Agreed. I've done a lot of research into this, and the "10% or 30 seconds rule" still means you need permission to use the track if you are using that track to seek something with monotary value--unless of course it is for "educationl purposes." All of these videos are being exchanged for monotary value, therefore there should be no copyrights in any of them.
If you're not sure if a song is copyrighted, it's a good idea to google the lyrics and typically something will pop up.

Parody law? Never heard of that.
Personally (if I were judging a contest) I'd respect those who went out of their way to use royalty free or non-copyright music. It's easy to use something off of Itunes, but much harder to create something or purchase roaylty free music.
For contests, you've got to be very, very careful with copyrights.

Your contest rules say it must be in .avi, .mov. or .mpg format. Is it okay if it is in the H.264 codec that youtube prefers? the extension will be .m4v
