I saw this on the Discovery channel and it was a multistage rocket on the straightest test track on earth. No wheels, it slid directly on the track, through a tube of helium gas.

I assume it is a combination of factors. I am a musician, but I figure that mass, inertia, friction, wind resistance vs aerodynamics and weather factors all play a vital role. I am sure they could go faster in a vaccume with the tracks greased up with vaseline and WD-40 lol. I believe they use these tests with weapons systems and flight dynamics.
