Same composer. Yuko Takehara is confirmed to have composed his theme (as well as Rose's) in SFA1. Furthermore, there is a part that sounds like it was taken straight from Cyclops' theme from MSHvsSF (which Takehara also worked on).

Another similarity is the bassline in Roll's MvC1 theme when compared to that of Boomer Kuwanger Stage in Mega Man X.
