If the water level rises more than normal in the bowl when flushing, do not be alarmed. Whatever blockage there is in the pipe or sewer may take a long time possibly years to disintegrate where finally toilet flushes with a normal level of water (not rising) occurs. I had that problem. Took years to go away.

If there is a foreign object in the toliet where normal plunging won't help it's not likely a snake(auger) if that is what it's called will help, though it's worth a try. A plumber may have to be called to help. The plumber may have to remove the toilet from the floor getting access to the drain with a powerful electric snake. Sometimes sewers may have defects not allowing toilet to drain properly. There could be an object that's stuck further down causing the water when flushed to rise more so.
