Actually it is lean. The colder the air the more you have to richen. The colder the air the more dense it is and the more air molecules gets in the engine. So you have to richen it to compensate. Same reason why when it's hot and humid you have to lean it because there is more moisture in the air and you need to get less fuel in to make it combust properly. Read up on tuning in cold and hot weather and get back to me.
