Prop 187 was voted into law by the people of California. 187 denied benefits to illegal aliens (but allowed their children to get them). The mexican government and pro-illegal activists filed suit and Gray Davis shelved prop 187. Yes, the people (citizens) voted and the state officials sided with mexico & the illegal alien lobby.

Opponents of 187 included State Senator Art Torres, who referred to Prop. 187 as "the last gasp of white America in California."
